Texas police kill amputee in wheelchair

(CNN) -- A Houston police officer shot and killed a schizophrenic, wheelchair-bound double amputee threatening people with a pen at a group home for the mentally ill after authorities said the man advanced on the officer's partner.

The shooting occurred early Saturday morning after police responded to a call that resident Brian Claunch was acting aggressively after his caretaker refused to give him a cigarette and a soda, the owner of the home and police said.

"The officers made verbal commands for the suspect to drop whatever he had in his hand, to stay still and to speak with the officers, but the suspect continued to make threats," Jodi Silva, a police spokeswoman, told CNN affiliate KTRK in Houston.

Claunch, who lost an arm and a leg in a train accident, trapped one of the officers with his wheelchair in the corner of a room and attempted to stab the officer with an object that turned out to be a pen.

Officer Matt Marin, "in fear of the safety of his partner and the safety of himself, discharges his duty weapon, striking the suspect," Silva said.

Marin shot Claunch once. He died at the scene, according to investigators.

It was the second time Marin was involved in a shooting. In October 2009, he shot and killed a knife-wielding man who stabbed his girlfriend and a neighbor, according to published reports at the time. Marin joined the Houston Police Department in 2007.

CNN could not reach the department for comment, but Houston police said the officer was placed on administrative leave per policy.

Claunch, who was in his 40s, had been at the Healing Hands home for 18 months, John Garcia, the owner of the group home, told KRTK.

Houston police have not released the identity of the man, though Garcia identified him as Claunch.

Garcia told the Houston Chronicle that Claunch liked to "doodle."

Two days earlier, Garcia gave Claunch a black felt pen to draw. Garcia told the newspaper he did not know if it was that pen or another one that Clauch had in his hand when he was shot.

Garcia said Claunch suffered from schizophrenia and a bipolar disorder.

"He had a temper. He could fly off once in awhile," he told CNN affiliate KHOU.

Claunch was capable of making people in the house feel threatened during an outrage, even though he was confined to a wheelchair, Garcia said.

"Emotionally disturbed individuals, when threatened, are going to react in most instances, excessively," Dr. Ed Reitman, a clinical psychologist, told KRTK.

"This was an incident that didn't have to take place if the individual -- a police officer -- had been trained in dealing with emotionally disturbed individuals."

The Houston Police Department has officers trained to deal with the mentally ill, though the department would not say whether Marin received training, according to KRTK.

  1. Always use spell check. Internet browsers, content management systems, Pages, Word, and most software have spell check built in. Use it!
  2. Cut down on text slang. We all use LOL or OMG or WTH with the best of them, but when writing, spell out your acronyms. You don?t say LOL when you speak. Don?t write it, either.
  3. Know the difference between your and you?re. Your is possessive, as in ?your car? or ?your business.? You?re is short for you are. Know which you?re trying to say.
  4. Same for its and it?s. It?s is possessive and is short for it is. Read your sentence out loud. If you can say ?it is? without it sounding goofy, it?s is the proper use. If it sounds ridiculous, you can use its.
  5. The word ?that? is rarely necessary. If you can write the sentence without the word ?that,? remove it. It?s very rare it?s a necessity.
  6. Stop using the word ?like.? Just like Don Silver in the example like above, like too many people like use the word like.

Fracking, economy slow developing SC offshore wind

CHARLESTON, S.C. (AP) ? Developing wind energy is important to South Carolina's economy and environment even though lower natural gas prices and the Great Recession have slowed development of wind energy, experts said Thursday.

South Carolina has the second-largest offshore wind resource on the East Coast and a goal of generating 1,000 megawatts of offshore wind power by the end of the decade, they said.

Government leaders, researchers and environmentalists discussed coastal wind development with reporters Thursday as the National Wildlife Federation issued a report on East Coast wind energy development.

"It looks like a lot of other states are ahead of us," said Steve Moore of the South Carolina Wildlife Federation. But, he added, "South Carolina stands to make tremendous economic gains from our offshore wind resources."

State Sen. Paul Campbell of Goose Creek, who chaired a state committee that four years ago looked into developing the state's wind resources, said the north coast between Georgetown and the North Carolina state line has suitable winds. He said the state has a goal of generating 1,000 megawatts in the area by 2020.

"With the advent of hydraulic fracturing and the new discovery of natural gas, some of the alternative and renewable energies have taken a little bit of a back seat because the need that was pressing a few years ago is not there today," he said.

But natural gas prices will eventually go up, he said. And South Carolina, with wind turbines being manufactured in Greenville and the Clemson University Wind Turbine Drive Train Test Facility being built in North Charleston, could be a leader in wind energy, Campbell said.

"These facilities here, the wind, the reputation the state has as for being a low-cost manufacturing area, and the port make it an ideal location for the industry to grow and service the Atlantic seaboard, which has the largest potential for offshore wind," said Nicholas Rigas, the renewable energy director for Clemson's Restoration Institute in North Charleston.

He said the test facility's role was recently expanded to test not just turbines but their electrical systems as well.

Chris Canevale of the Southern Alliance for Clean Energy says South Carolina has the second-largest wind resource on the East Coast.

"Our analysis shows South Carolina could install 35 gigawatts of offshore wind generation ? more capacity than is already used in the entire state and enough to power 7.8 million homes," he said.

David Carr of the Southern Environmental Law Center said wind energy is the largest source of clean energy in the Southeast.

Wind energy, he said, will help the region deal with impacts of climate change caused by burning fossil fuel ? changes such as rising sea levels and stronger hurricanes.

Contract issues in the Chicago teachers strike

As Chicago teachers walk the picket lines, their union and the city's school district resumed negotiating Monday over a new contract that includes bigger salaries, more benefits, revised job security measures and revamped teacher evaluations. Here is a breakdown of the issues on the table:

TEACHER EVALUATIONS: The union is particularly concerned about a new teacher evaluation system, arguing it would be unfair because it relies too heavily on students' standardized test scores and does not take into account external factors that affect performance, including poverty, violence and homelessness. They argue it could result in 6,000 teachers losing their jobs within two years. The district says the union already agreed to the new evaluation system, but it has offered to make adjustments.

JOB SECURITY: Worried about dozens of schools that could be closed in the next few years, the union has pushed for a policy to recall laid-off teachers when jobs open up anywhere in the district. The district says that could force principals to hire teachers they don't believe are qualified. Instead, it has said that if a school closes, teachers would have the first right to jobs that match their qualifications at the schools that absorb the children from the closed school. It also offered to put them in a reassigned teacher pool for five months or give them a three-month severance package.

SALARY and BENEFITS: The school district has offered a 16 percent raise over four years ? double an 8 percent offer made earlier ? as well as "modified step increases" that it says reward experience and provide "better incentives for mid-career teachers" to keep them from leaving. The district also wants to do away with the ability of teachers to bank sick days but is offering short-term disability, including paid maternity leave. With an average salary of $76,000, Chicago teachers are among the highest-paid in the nation, according to the National Council on Teacher Quality.

LONGER SCHOOL DAY: This central issue appeared to be solved after the two sides agreed weeks ago to a plan allowing the hiring of nearly 500 teachers to cover a longer school day without forcing teachers to work longer. But union officials remain angry about how Emanuel tried to go around them to get the longer day in place early, including offering incentives to individual schools. Union President Karen Lewis has complained about how the longer day is being implemented.

Romney, Obama aim at swing voters on health care

BOSTON (AP) ? With swing voters in his sights, Republican presidential candidate Mitt Romney is tacking toward the center on health care and defense spending now that he's put his final partisan hurdle behind him and the sprint to Nov. 6 is underway.

Romney said in an interview that aired Sunday that he would retain some popular parts of the 2010 health care law he has pledged to repeal, saying the features he would keep are common-sense measures in what he calls an otherwise costly, inefficient plan.

The former Massachusetts governor also faulted congressional Republicans for going along with the White House on a budget deal that has set up automatic spending cuts that include huge reductions in defense spending ? a deal his running mate, Rep. Paul Ryan, helped steer.

Meanwhile, President Barack Obama focused Floridians' attention on the Republican ticket's stand on Medicare, an issue that's been more favorable to Democrats.

Romney's campaign dismissed the idea that the comments were a lurch toward the middle now that the Republican convention, the last partisan event of the campaign, has passed, even as Romney was visiting the most competitive states on the election map.

"I'm not getting rid of all of health care reform. Of course, there are a number of things that I like in health care reform that I'm going to put in place," Romney told NBC's "Meet the Press" in an interview taped Friday and Saturday. He cited coverage for people with medical conditions and new insurance marketplaces.

Romney's aides said that was consistent with his previous position that those who haven't had a gap in coverage shouldn't be denied coverage.

But the comments brought renewed attention to the similarities between Obama's plan and the one Romney championed when he was Massachusetts governor, which included protections for health conditions and an individual mandate that the Republican has since railed against.

The GOP nominee, who attended church in Boston before debate practice sessions Sunday, didn't offer specifics for how he'd deal with the affordability of insurance, but suggested competition would help bring down costs. For seniors, Romney has called for restructuring Medicare by giving retirees a government payment that they would use to choose between traditional Medicare and private insurance.

Romney aides dismissed the idea that the candidate's comments about the defense cuts or health care were an effort to appear less partisan with the race for undecided voters now under way.

Spokesman Kevin Madden said Romney was sharper in his criticism of Obama than he was of House Republicans on military cuts. Madden also said calling for the repeal of the 2010 health care law and supporting some of its provisions are consistent.

"Repealing Obamacare is a focus because it costs too much and the taxes and regulations are hurting small business. That's common sense," Madden said. "Affordability and portability of health care insurance aren't partisan issues."

Obama, campaign for a second day in Florida, tried to move past a weak jobs report Friday and highlight the impact of Romney's proposals on older workers and those nearing retirement.

The president promoted a study showing that future retirees under Romney's plan would pay tens of thousands of dollars more for health care over their retirement period. The report was rejected quickly by Romney's campaign, which faulted Obama for relying on "discredited attacks" and noted the study was conducted by Obama's former adviser.

Obama told about 3,000 supporters in Melbourne, Fla., that if Romney had his way, Americans will pay more so insurers could make more. "No American should have to spend their golden years at the mercy of insurance companies," he said.

In Ohio, another critical battleground, Vice President Joe Biden piled on, mocking Republicans for saying they want to protect Medicare and claiming that under Romney's leadership, benefits would be slashed.

Hoping to put a human face on the issue, Obama ate breakfast at a Florida cafe with two older couples concerned about Medicare costs. But a brief interaction with another patron and Romney supporter underscored what polls show is a persistent problem for Obama with voters who like him personally but question his economic competence.

"I always thought he was a very personable person, nice person," said 73-year-old Bill Terrell of Cocoa, Fla. "I just don't think he's doing a good job on the economy."

In broadcast interviews, Romney and Ryan kept the heat on Obama on the economic front, warning that across-the-board spending cuts set to take effect at the start of 2013 could devastate the defense budget. Half of the cuts are expected to come from the Pentagon if Congress doesn't reach a budget solution in the next few months.

But Romney's attacks on the president for signing the deficit-reduction measure had some collateral damage for his running mate, who as House Budget Committee chairman both voted for and loudly praised the bill that created the trigger for the automatic spending cuts.

"I thought it was a mistake on the part of the White House to propose it," Romney said. "I think it was a mistake for Republicans to go along with it."

With an eye toward undecided voters dismayed by the lackluster recovery, Romney and Ryan faulted Obama for failing to provide the tax relief they say holds the key to the creation of millions of jobs. Romney has pledged to lower tax rates for by 20 percent for all Americans ? including the wealthy.

Romney has said he'll pay for those cuts by eliminating loopholes and deductions for higher-income earners. But both Republicans were unyielding in saying that the specifics would come only after the election.

"Mitt Romney and I, based on our experience, think the best way to do this is to show the framework, show the outlines of these plans, and then to work with Congress to do this," Ryan said on ABC's "This Week."

Drawing attention to his opponents' reticence, Obama shot back hours later, saying Ryan and Romney deserve a failing math grade instead of accolades for bold leadership.

"They need to stay after school. They need to get some extra study hall in there. No recess for you," Obama said.

For Obama, Florida presents a convergence of issues. Even as Obama sought to touch a nerve on health care, Romney's campaign was trying to stoke anti-Obama sentiments among the state's numerous Jewish voters and donors by drawing attention to the flap at the Democratic National Convention over whether the party platform should define Jerusalem as the capital of Israel.

White House press secretary Jay Carney sought to distinguish between what Obama has said is his personal view ? that Jerusalem is and should remain the capital of Israel ? and longstanding U.S. foreign policy, which states that the status of Jerusalem should be part of final negotiations between Israelis and Palestinians.

Also on the minds of some Florida residents was the future of the U.S. space program. Greeting Obama as he arrived at his rally in Melbourne were a knot of protesters holding anti-Obama signs, including one that read: "Obama lied. Space Coast died."

Melbourne, home of the Kennedy Space Center and the Florida Institute of Technology, has been hard hit by cutbacks in the space program. Obama's campaign cast blame on President George W. Bush and House Republicans, while Obama said his proposals to put the U.S. on the cutting edge of space exploration would inspire the next generation.

Romney, who took a break from the campaign trail during the Democratic convention last week, has returned to the most competitive states, with recent stops in Iowa, New Hampshire and Virginia. A rally Monday in Mansfield, Ohio, will be followed by a Chicago fundraiser. On Tuesday, the 11th anniversary of the 9/11 attacks, Romney plans to speak to a veterans group in Reno, Nev.
