(AP) ? Democrats open their national convention Tuesday offering President Barack Obama as America's best chance to revive the ragged U.S. economy and asking voters to be patient with incomplete results so far. Michelle Obama, in her opening-night speech, aims to give people a very personal reminder of "the man that he was before he was president."

"The truth is that he has grown so much, but in terms of his core character and value, that has not been changed at all," Mrs. Obama said in interview airing on SiriusXM's "The Joe Madison Show."

The three-day convention has drawn thousands of delegates to a state Obama narrowly carried in 2008. And although Obama no longer is the fresh-faced newbie who leveraged a short Senate career into an audacious run for the nation's highest office, he still can excite partisans, and Democrats were counting on massive numbers to pack a stadium for his speech later in the week.

Virginia Sen. Mark Warner and a host of Democratic allies worked to rev up delegate enthusiasm, saying Obama has a strong record to defend. They noted the president had helped the economy rebound, presided over an increase in the stock market and brought troops home from Iraq and Afghanistan.

"We've got some truth telling to do," Warner told Florida delegates at a breakfast meeting. "America is better off today than it was four years ago when this president took over."

Newark, N.J., Mayor Cory Booker told the delegates Democrats need to get fully behind Obama, comparing the differences between a large voter turnout in his home state during the 2008 election and a more modest outpouring one year later, when his home state elected Republican Chris Christie as governor.

"Change is never made in a sedentary position," he said.

The Democrats dispatched U.S. Senate candidate Elizabeth Warren, who hopes to unseat Republican Scott Brown in Massachusetts, to make the case for Obama on morning talk shows, and she acknowledged that "it's tough out there" for many Americans.

New government reports out Tuesday underscored that reality.

U.S. factory activity shrank for the third straight month in August and construction spending fell in July from June by the largest amount in a year. Next up: The Labor Department will release new jobs numbers Friday. Economists expect to see some job gains but believe the unemployment rate will remain at 8.3 percent.

Warren was up against GOP vice presidential candidate Paul Ryan, the Wisconsin congressman, who held out the millions of people who are struggling to find work as an indictment of the president's first term.

"Four years into a presidency and it's incomplete?" he asked in a round of morning television interviews. "The president is asking people just to be patient with him?"

GOP nominee Mitt Romney's campaign reinforced that message with a new Web video answering Obama's statement that "there are always going to be bumps on the road to recovery." The new video showcases a series of ordinary people who've lost their jobs saying, "I'm an American, not a bump in the road."

Romney, his convention behind him, drove from his vacation home in New Hampshire to the Vermont home of former Massachusetts Lt. Gov. Kerry Healey to spend the day preparing for the fall debates with Obama.

Democrats released a party platform for ratification Tuesday that echoes Obama's call for higher taxes on the wealthy and reflects his shift on gay marriage by supporting it explicitly.

In a nod to dissenters on gay marriage, the platform expresses support for "the freedom of churches and religious entities to decide how to administer marriage as a religious sacrament without government interference."

As with the deeply conservative Republican platform, not all of which Romney endorses, nothing binds Obama to the specifics of the party's manifesto.

The president rallies in Virginia on Tuesday before joining the convention a day later.

Michelle Obama said she wants to use her opening speech to "remind people about the values that drive my husband to do what he has done and what he is going to do for the next four years. I am going to take folks back to the man he was before he was president."

San Antonio Mayor Julian Castro delivers the convention's keynote address Tuesday night, a nod to the importance of Hispanic voters in the race.

"Under any score ? immigration, education, health care ? in any number of issues, he has been a very effective advocate for the Latino community," Castro said of Obama during an interview on CNN.

With flourishes but no suspense, Democrats will march through the roll call of states renominating Obama for president and Joe Biden for vice president on Wednesday.

That's also when the convention hears from Bill Clinton, whose 1990s presidency is being trumpeted by Democrats as the last great period of economic growth and balanced budgets ? a further redemption of sorts, at least from his party, for a leader who survived impeachment over sexual scandal.

Obama's big acceptance speech is Thursday, and Democrats are closely monitoring the weather forecast since he's scheduled to speak outdoors at Bank of America stadium.

Obama campaign manager Jim Messina said Tuesday during a panel discussion with ABC News and Yahoo! News that the president's speech would be held outdoors "rain or shine" ? unless the weather would put people at risk.

Heavy evening rains doused Charlotte over the Labor Day weekend. Thursday's forecast calls for a chance of rain.

The Democrats were working to leverage the impact of the convention with events around the country. Obama, in an email to supporters, said actor Kal Penn ? who worked in Obama's White House ? would host a special online program before Thursday night's convention speech featuring special guests and interviews with Mrs. Obama and Biden.

As part of that effort to reach beyond the convention hall, the first lady will present the Top 10 List on David Letterman's show Wednesday night.

Obama came out with a campaign commercial asserting that, under Romney, "a middle-class family will pay an average of up to $2,000 more a year in taxes, while at the same time giving multimillionaires like himself a $250,000 tax cut." Aides said it would be seen in Colorado, Iowa, New Hampshire, Nevada, Ohio and Virginia, the battleground states where the White House race is likely to be decided.

The president and aides have acknowledged for weeks that they and the groups supporting them are likely to be outspent by Romney, and recent figures say that has been the case in television advertising in the battleground states for much of the past two months.

Democrats chose North Carolina for their convention to demonstrate their determination to contest it in the fall campaign. Obama carried North Carolina by 14,000 votes in 2008, but faces a tough challenge this time given statewide unemployment of 9.6 percent, higher than the vexing national rate of 8.3 percent.

Coming a little out of the blue, it seems that an LTE version of Asus' Transformer Pad TF300 is 100% real and is to be released in Europe this month. A German press release issued today indicates that Germany and Austria will be seeing the TF300 LTE in the middle of August. That's pretty close to now. 

Available in red and blue in both countries, a white version can be had only on O2 and without the docking keyboard. Prices without the keyboard are set to be €529 ($651), and with the keyboard €629 (about $774). It's a little pricey, especially given the other Asus tablets available. But, it's got LTE and for some that's enough to warrant parting with their hard earned. There is no mention of prospective availability outside of these two countries at the moment.

California's hydropower stations to generate less electricity in summer as climate warms

ScienceDaily (Aug. 7, 2012) ? California's hydropower is vulnerable to climate change, a University of California, Riverside scientist has advised policymakers in "Our Changing Climate," a report released July 31 by the California Natural Resources Agency and the California Energy Commission (CEC).

"Climate change is expected to affect the quantity and timing of water flow in the state," explained Kaveh Madani, a former postdoctoral research scholar in UC Riverside's Water Science and Policy Center (WSPC), who led a research project on climate change effects on hydropower production, demand, and pricing in California. "Under dry climate warming, the state will receive less precipitation, with most of it as rain instead of snow, impacting hydropower supply and operations."

On average, 15 percent of California's electricity comes from hydropower, a cheap and relatively clean energy source. About 75 percent of this hydropower comes from high-elevation units, located above 1,000 ft. The state has more than 150 high-elevation units, with most of them located in Northern California and the Sierra Mountains. The majority of the high-elevation reservoirs are small in terms of their storage capacity, being built only for hydroelectricity production and no other benefits, such as water supply and flood control.

"If California loses snowpack under climate warming, these high-elevation reservoirs might not be able to store enough water for hydropower generation in summer months when the demand is much higher and hydropower is priced higher," said Madani, currently an assistant professor of civil, environmental, and construction engineering at the University of Central Florida. "California might, therefore, lose hydropower in warmer months and hydropower operators may lose considerable revenues."

Madani, who led UCR's only research team for CEC's third climate change assessment studies, explained that the major cause of revenue loss is that hydropower prices are expected to decrease in colder months of the year and increase in warmer months.

"The big problem is that hydropower will be less available when it is most needed and expensive: in the summer months," he said. "A warmer California needs more electricity for cooling in summer months and less electricity for warming in winter months. This means that hydropower pricing patterns will be affected by climate change. It is important to analyze climate change effects on this renewable energy source early on to figure out what strategies are available to adapt to the new conditions and thereby minimize the potential negative impacts of climate change on hydropower."

Madani explained that, on average, California could lose up to 20 percent of its hydropower generation under dry climate change, which can result in 8 to 18 percent reduction in hydropower revenues for producers.

"Our results do not yet suggest that we need to build more dams in California for hydropower generation," said Madani, who was recently selected as one of the 10 New Faces of Civil Engineering in 2012 by the American Society of Civil Engineering. "But they suggest that hydropower, a highly valuable energy source, may be less available. So we have to look for clean replacements and we have to reduce our energy demands as much as we can."

Madani began his research on climate change effects on California's hydropower as a graduate student at UC Davis, where, along with a colleague, he developed an "Energy-Based Hydropower Optimization Model" (EBHOM) that covers more than 150 high-elevation hydropower units in California. An optimization model, EBHOM prescribes the best operation policies in response to the changes in climatic conditions.

A new version of the model that Madani developed can estimate changes in hydropower pricing and demand in response to temperature changes.

"It helps us consider the effects on supply and demand simultaneously," Madani said of the model's new version. "But modeling studies have limitations that need to be addressed as more data become available and the science improves. Future studies need to have a closer look at the environmental side of this problem. Changes in operations of the high-elevation systems should be done after careful consideration of all possible environmental damages."

Madani's research at UCR was funded by CEC. As the principal investigator of the research project, he worked with fellow-researchers at Lund University, Sweden; the University of Central Florida; and the Bourns College of Engineering at UCR.

Madani's postdoctoral research took place during 2009-2010 at the WSPC, where he closely worked with Ariel Dinar, its director.

"I am an engineer and Ariel is an economist," Madani said. "We talk different languages and sometimes might think differently about the same problem. The different views helped me learn many new things and gave me the ability to think out of the engineering thinking box. Working at the WSPC was thus a true interdisciplinary research and education experience for me."

Latinas Interested in Genetic Testing for Breast Cancer Risk, But ...

Latinas tend to have positive attitudes and strong interest in genetic testing for breast cancer risk, yet lacked general knowledge about testing, its risks and benefits, according to a new study led by researchers at the Institute for Health Promotion Research (IHPR) at the UT Health Science Center at San Antonio, the team behind SaludToday.

The study, published recently in the journal Community Medicine & Health Education, conducted focus groups with 58 Latinas in Hidalgo County, a largely Latino part of South Texas.

Researchers used analyzed focus group responses and themes and uncovered several cultural factors, such as religious beliefs, that impacted Latinas? decisions to get genetic testing.

?Key Latino values?religiosity, importance of family and the influential role of health care providers in health decisions?should be considered when designing strategies to deliver culturally adapted risk information to increase and ensure Latinas? understanding of breast cancer genetic testing during their decision-making processes,? said Dr. Amelie G. Ramirez, the study?s corresponding author and director of the IHPR at the Health Science Center.

Genetic testing for breast cancer risk may facilitate better-informed decisions regarding cancer prevention, risk reduction, early detection, and better determination of risk for family members.

However, among women who are tested, less than 4% are Latina.

Finding reasons for Latinas? low participation was the goal of Dr. Ramirez and her team, which included IHPR researchers Dr. Patricia Chalela and Edgar Mu?oz and investigators from the University of North Texas Health Science Center and the University of Texas-Pan American.

The researchers found that none of the focus group participants had ever had a genetic test, and most didn?t know what the test was or how it is done.

Most women, after learning what a genetic test was, indicated they would get a genetic test in the next six months if it were available?at no or low cost?to be able to prevent cancer through healthy lifestyle changes or act as soon as possible to treat disease.

But among some of lesser-educated focus group participants, lack of accurate information about testing and cultural beliefs may hinder their use of genetic testing for breast cancer.

For example, some Latina participants viewed God as the only one who can cure cancer, which might impact their preventive health behaviors. And given Latinos? tendency to trust the advice of health care providers, some Latinas who lacked health insurance or access to a regular doctor may have fewer opportunities to learn about genetic testing.

?Further research is needed to identify effective ways to communicate genetic risk susceptibility information to Latinas to help them make informed testing decisions,? Ramirez said.
